EDUCATION and/or EXPERIENCE:  Bachelor's Degree in business or human services related field required; Master's degree strongly preferred; minimum seven years behavioral health experience; minimum three years progressive program management experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. 

  1. Ensure safe, consumer centric, quality services are provided for all assigned programs.
  2. Collaborate with other Journey Health System Executives, including close collaboration with the JHS Vice President South Central/Chief Medical Officer to accomplish organizational goals, objectives, and mission.
  3. Collaborate with Chief Program Officer Central Region and the Executive Director to establish directions and strategic initiatives for clinical programs and services.
  4. Optimize financial resources of the company to meet strategic initiatives.
  5. Monitor established business and clinical metrics for the company, ensuring benchmarks are met by all employees in assigned departments.
  6. Exemplify the agency's mission of service and advocacy.
  7. Oversee and manage the day-to-day operations of the assigned programs, remaining aligned with the objectives and directives of Journey Health System and BLBHS.
  8. Supervision of the assigned program management staff by leading weekly meetings, setting goals and objectives, monitoring progress, assisting with performance development, and measuring job performance. Works closely with program directors/managers of like programs in the northern geography to ensure consistent approach and program consistency. Provide leadership to the management staff by offering advice, guidance, and direction on clinical and business matters, including operational policies and procedures and management of client relationships. Foster a success-oriented and accountable environment driven by the Agency's mission.
  9. Identify opportunities for business expansion activities or value added services to clients, in conjunction with the VP South Central/CMO, Chief Program Officer and Executive Director.       Collaborate with the program development team for initiation of any new programs or new business development in the assigned region.
  10. Collaborates closely with VP South Central/CMO & Executive Director to engineer the alignment of people, processes, policies and assets to an optimal balance between the clinical service offered and agency's goals.
  11. Collaborates closely with Executive Director to identify and implement change initiatives throughout the agency that improve treatment, workflow, productivity, and mission.
  12. Facilitate the horizontal integration of communications and networking opportunities between departments to remove obstacles, improve responsiveness, and facilitate prompt decision-making. Attends BLBHS leadership meetings, predominantly by remote communication methods, to ensure program consistency with other program managers. Attends Journey Health System Support Meetings, as requested predominantly by remote communication methods, to ensure adequate support structures are in place for assigned programs.
  13. Develops Operating and Capital budgets for assigned programs in conjunction with Executive Director, reviewing the approved budgets monthly and making necessary adjustments to optimize revenue for the company.
  14. Review operating, clinical, and business results, comparing with established objectives, and implement appropriate measures to enhance outcomes.
  15. Ensure that assigned programs meet regulatory standards; are in abeyance of the Agency Compliance Plan; incident reports are thoroughly investigated, completed, and filed in a timely manner; that all Agency Joint Commission Standards are met; that the confidentiality of agency records (including personnel, financial and clinical) are maintained; and that employee evaluations and training requirements are timely.
  16. Coordinates and participates in clinical/administrative on-call system for South Central programs.
  17. Provide an appropriate role model for staff and the individuals they serve by exemplifying the ten value commitments of the agency by behavior.
  18. Actively participate on committees and with state organizations and committees as assigned.
  19. Prepare updates and reports for the Executive Director with the intent of keeping them informed on the daily operations of the assigned programs and ensuring that they have timely information on the operation of same.
  20. Perform other duties as requested by the Chief Program Officer and/or President/CEO of the Journey Health System.
  21. Collaborates closely with the Executive Director to develop approval of policies and procedures to assure the effectiveness of the departments he/she supervises and for reviewing policy and procedures annually for said departments annually in a timely manner.
  22. Work with JHS Executives and Executive Director on projects in an effort to reach goals outlined in the Strategic Plans.
  23. Develop proposals, projects and other related administrative duties as requested.
  24. Work with internal and external stakeholders to understand the services our customers need in an effort to develop new programs that will allow the company to expand services
  25. Represent the Agency to the broader community as assigned.
